Not in Hook & Norman's Origins of Cyberspace, and… WorldCat locates only one copy, at the Centrum Wiskunde & Informatica in Amsterdam. Author Vladimir Melnikov, was a disciple of the great Soviet computer scientist Sergei Lebedev (1902-1974), and worked on the development of all six BESM models. The paper describes the architecture and functioning of the BESM in great detail, including illustrations from photographs and methods of checking its output.
