This book therefore attempts a middle ground between an industrial fundamentalism that ignores the dominant agricultural sector in focusing on the task of developing the nonfarm sector of the economy, and an agricultural fundamentalism that focuses only on the population explosion, the state of human nutrition, and the need to feed growing numbers of hungry people. The one approach is unlikely to lead to the development of agriculture, and thereby misses an important opportunity for speeding the total process of development. The other approach is not only likely to lead to the uneconomic use of resources and a slower over-all rate of development, but may also encourage a misplaced effort within the agricultural sector itself. In any case, sustaining the population explosion by simply feeding more people is not enough-the problem for agriculture is how to contribute to broadening freedom of choice beyond the barest necessities of life. In steering a middle path the book provides the basis for more precision than does the concept of balanced growth, with its implied proportional development of the agricultural and nonagricultural sectors. It attempts this by spelling out in detail the role that agriculture can play. Through this approach the basis is laid for an optimal emphasis on the agricultural sector. The book includes few clear rules of thumb or specific recommendations for development. It is not a cook book. Rather, it emphasizes the basis upon which decisions may be made. John Williams Mellor (born December 28, 1928) is a French-born American economist, known for his work in the field of economic and agricultural development in third world countries. In 1985, he was awarded the Wihuri International Prize. A Fulbright Scholar, he spent most of his academic career at his alma mater, Cornell University. In the early 1970s, he became an economist for USAID, eventually becoming their chief economist in 1976. He then became the second director-general of the International Food Policy Research Institute in 1977, where he remained until 1990. He has authored numerous books and articles. A top specialist here offers a bold new blueprint for economic development. Mr. Mellor draws on his vast experience in the field to design a a strategy for alleviating poverty in the underdeveloped world by increasing the participation of the poor in the growth process. Pointing out the inadequacies of current development practices,Mr. Mellor sets forth a high-employment strategy centered on increased agricultural production.
