It has a congressional charter under Title 36 of the United States Code, but this does not imply any sort of oversight by Congress; NCRP is not a government entity. The Advisory Committee on X-Ray and Radium Protection was established in 1929. Initially, the organization was an informal collective of scientists seeking to proffer accurate information and appropriate recommendations for radiation protection. In 1946, the organization changed its name to the National Committee on Radiation Protection and Measurements.

The National Council on Radiation Protection and Measurements (NCRP) seeks to formulate and widely disseminate information, guidance and recommendations on radiation protection and measurements. The Council is always on the alert for areas in which the development and publication of NCRP materials can make an important contribution to the public interest. The Council's mission also encompasses the responsibility to facilitate and stimulate cooperation among organizations concerned with the scientific and related aspects of radiation protection and measurements. NCRP has been active in the areas of radiation protection and measurements since its inception as "The Advisory Committee on X-Ray and Radium Protection" in 1929. It was originally established to represent all of the national radiological organizations in the United States on a collective, scientific basis and to serve as the U. S. national analog of the International X-Ray and Radium Protection Committee which was created in July 1928 under the auspices of the Second International Congress of Radiology and evolved into the International Commission on Radiological Protection. Report No. 65 results from recognition of the increasing use of radionuclides in research, medical applications, nuclear power, and industrial processes and that there is also a concomitant increase in the probability of accidental human exposures to internally deposited radionuclides. The review carried out during the preparation of the new Report made evident the fact that the literature on the medical management of such cases is scattered and sparse. Some therapies may be thought to be useful but have not been evaluated for a particular radionuclide or accident situation. This Report is a collection of many of the data and ideas pertinent to accidental contamination into one document intended to aid those called upon to manage contaminated persons. An important part of the Report is a "quick reference section," written in such a way that useful advice can be rapidly obtained by consulting the tables set out in the section. In addition, the Report includes sections on initial management of the patient, diagnostic techniques to measure radioactive contamination, conceptual basis for treatment decisions, resume of experience with important radionuclides, and therapy procedures and drugs.

This Report is intended as an update and expansion of NCRP Report No. 65, Management of Persons Accidentally Contaminated with Radionuclides. This Report comprises two volumes, a Handbook and the Scientific and Technical Bases. The Handbook contains information for immediate "in-the-field" application to radiation contamination incidents. It is organized into four parts. Part A provides Quick Reference Information for incident responders based on supporting information given elsewhere in the Report. Part B contains essential information on medical and radiation-safety activities to be conducted at the site of a radionuclide contamination incident and prior to arrival at a hospital. Part C describes medical and radiation safety activities at the hospital. Part D provides guidance on medical follow-up of exposed persons and on handling contaminated decedents. It is more likely that the first on the scene will be a colleague in a work place and fire-protection and law-enforcement personnel in a public place. Also, contamination incidents can occur in locations where radiation-safety and medical personnel are not readily available. Therefore, this Report is intended for the broad spectrum of persons who may respond to radionuclide contamination incidents, those with limited knowledge of radiation-safety and medical response as well as the professionals with extensive knowledge.
