Commissioned as part of an attempt to improve the navigability of Virginia's inland waterways and increase commercial activity, this report details the physical attributes of the James and Kanhawa rivers and discusses the current and potential costs of commercial transportation. John Marshall served on the committee along with James Breckinridge (spelled "Breckenridge" in the pamphlet) and four other men. Though the title references a map, the legislature did not approve the map until later in 1816 and it was likely not issued with this pamphlet. Not in Howes or Sabin. Issued shortly after the close of the Civil War when travel by civilians in formerly Confederate territory was still closely monitored by Union troops. This pass allows Schuyler "to pass from these Head-Quarters to Petersburgh with such articles as are necessary for this party to take and return," the pass expiring on May 15. Signed in type, "By command of Brig. General M. R. Patrick" as the Provost Marshall General, and countersigned in ink by Captain C. E. Scoville. Imprint at the bottom reads: "McGill & Witherow, printers & stereotypers, Washington, D.C.".
