However, the ongoing debate over command and control of deployable space forces has hampered development of theater command and control mechanisms and associated training and exercises. Command relationships have varied over time; however, all have resulted in ad hoc procedures and ongoing debates on roles and responsibilities. The methodology used in this work involved literary research, exercise and contingency experience, and discussions over the past five years with space weapons officers on this issue. The objective of this work is to stimulate discussion and writing by space professionals on this topic, highlight this issue to senior decision makers, and provide a viable solution to the problem. AFDD 2-2 and AFDD 2-2.1 address command relationships in detail; however, the interpretation of these documents varies widely. Some in the space community argue that space is different, inherently global, and requires global centralized control for all space forces. While others argue, space forces dedicated to a single theater require planning and execution in theater to optimize theater effects. This paper advocates the expansion of the Joint Warfighting Space operating concept, which would facilitate the normalized presentation of deployable space forces by transferring operational control to theater, when required.

Moving far beyond traditional support roles, space operations in the AOC now include the defense of friendly space capabilities from interference and attack; the offensive ability to disrupt or deny an adversary the use of space; and coordination of theater space operations. However, the organization of space operations in the AOC has not kept pace with these changes. The primary assertion in this study is that the AOC needs to reorganize space personnel in the AOC and build a robust space organization to meet the Joint Force Air Component Commander's (JFACC) expanding space responsibilities. This will help resolve ambiguities and shortfalls in the current organization of space personnel that hinder the execution of these responsibilities. Today, the Air Force is on the threshold of building a true Air and Space Operations Center that can deliver air and space effects in support of air, land, maritime, and special operations forces. While there is no perfect organizational structure, the adoption of a Space Specialty Team or Space Division construct in the AOC can improve the JFACC's ability to execute his air and space war fighting responsibilities in support of the Joint Force Commander's objectives.'--Abstract from web site.

After a year of Aerospace Engineering at the University of Kansas, he switched to art where he was selected Outstanding Senior upon graduation. With a degree in Advertising and Editorial Art, he started working for Scholastic Magazines in New York as an art director where he designed 2 monthly magazines. Within 2 years he was working exclusively as a freelance illustrator. Shortly thereafter he moved to Prairie Village, Kansas, a suburb of Kansas City, where he still resides. He has won numerous awards for his illustrations and is a member of the New York Society of Illustrators. Aside from advertising and editorial illustration, Mark has worked on anniversary posters for Boy Scouts of America [75th], Western Auto [75th], Mueller Industries [75th], Intertec Publishing [100th], numbered and signed prints, and created 25 postal stamps for the Republic of the Marshall Islands commemorating the 20th anniversary of man's landing on the moon. The paintings were unveiled in a ceremony at the World Stamp Expo in Washington, D.C. He also has been commissioned for many portraits both corporate and personal. In addition, Mark taught at the Kansas City Art Institute for 7 years. Some of his classes were junior and senior illustration, senior thesis, book illustration, anatomy, professional practice, character development, figure drawing, painting techniques and sequential illustration. Mark is a craftsman and a perfectionist yet an extremely fun loving individual. He has 2 daughters he loves dearly, and of whom he is justifiably proud.
