Marcy's comments on the actions of Winfield Scott in Mexico, in regard to levying taxes and using resources captured in Mexico to fund the US occupation of Mexico during the Mexican-American War. Included are General Orders issued by Scott, regarding levies and taxes, with another piece by Scott estimating the amount of troops needed to occupy the capital of Mexico, as well as sustain the occupation, support eventual US withdrawal, and fortify the US border. General Winfield Scott was one of the United States' most decorated generals, with his unexpected success in Mexico during the Mexican-American War earning him praise from the Duke of Wellington, among others. Scott and President James Polk feuded behind the scenes, perhaps due to Polk's not wanting to promote a potential presidential rival. GOOD condition. Minor spotting, scattered faint staining and some soiling present. Minor wrinkling. General toning.
