Thanks to his good knowledge of the country and its important characters, he was able to follow the progress of political, diplomatic and commercial developments since the accession of Sultan Abdulaziz. This study takes stock this evolution whose aim was to transform the Ottoman Empire into a modern state taking the example of the European model.
