This syndicated cartoonist began as protege of Chester Gould and his "Dick Tracy" cartoon, remaining involved in it for many years; as long-time editorial cartoonist with the "Chicago Tribune," he won the Pulitzer Prize in 1983. Printed proof copy of a 1982 "Chicago Tribune" political cartoon, 10" X 8", n.p., n.y. Fine. In 1981 President Reagan appointed known anti-environmentalist James G. Watt as Secretary of the Interior, a post he filled until 1983. Watt was controversial for his pro-development stances, remembered for opening up U.S. coastal waters for oil and gas drilling and federal land for drilling and mining, among other such environmentally-unfriendly policies. This cartoon depicts the front portico of the White House, several large oil rigs filling the front yard; a dialogue balloon bursting from the Oval Office states simply "WATT." In the blank margin at lower right, Locher signs in black fineline in his handsome calligraphic script. Likely a printer's proof copy for one of the book compilations of Locher's best editorial cartoons, such as "The Daze of Whine and Neurosis" (1995). Quite unusual in this format.
