Durante laPrimera Guerra Mundial fue ascendido a comandante de submarinos y, a partir de 1935, ideó un nuevo y eficaz tipo de Arma submarina que lideró hasta 1945. En 1943, en plena confrontación mundial, fue nombrado comandante supremo de la Marina de Guerra, puesto desde el que dirigió el conjunto de las operaciones navales del bando alemán.
