Sir Gore Ousely [1770 - 1844] was an entrepreneur, diplomat and orientalist who spent the years 1811 - 14 around the Persia court; he was well versed in Persian languages and customs. The letter was reprinted in the Proceedings of the British and Foreign Bible Society for 1816.
