Warren E. Burger, Chair Commission on the Bicentennial of the United States Constitution from/signed by Hugh Calkins, Esq. Chair of the Main Commission to Commemorate the Bicentennial of the United States Constitution dated November 7, 1988 presenting to Chief Justice Burger, this copy of A Rising Sun: Maine Commemorates the Bicentennial of the United States Constitution. Copies of this report were proved to each junior and senior high school and each public library in the State of Maine. Maine, thought part of Massachusetts in 1787, was the first State in the Union to greet the rising sun. This book contains, in somewhat modified form, talks given in Maine during the Bicentennial year by Maine Chief Justice Vincent L. McKusick; United States Circuit Court of Appeals Judge Frank M. Coffin, United States District Court Judges Edward T. Gignoux and Gene Carter; Governor John R. McKernan, Jr.; United States Senator George J. Mitchell; John M. Doar, and the Honorable Arnold I. Burns. These significant contributions to Maine's Bicentennial observance are now preserved in the archives and libraries of the state, and hare thereby available to all interested Maine people. Together, they serve as an enduring tribute to this living document that governs us all. As U.S. Circuit Judge Frank M. Coffin noted, in his published remarks "As our story has revealed, the origin of the Constitution lay, first of all, with those outstanding human beings gathered at Philadelphia, but, no less vital, with that larger number of humbler delegates to the ratifying conventions. Then is when the Constitution came closest to the people. Then is when the people saved the Constitution. This project during the Constitution's Bicentennial Year is another rare opportunity to bring the Constitution close to the people, to let them relive its origins, reflect on what called it into being an how and why it has evolved. To the extent that citizens understand what is needed to make a trial fair, a search reasonable, an arrest legal, a law regulating our conduct supportable, their understanding will bulwark our Constitution. If, therefore, this enterprise is well done, it cannot fail to strengthen and enhance the quality of justice on which in the long run we depend for our life, liberty, and the pursuit of happiness.
