A reformer, he designed several prisons that aimed to promote rehabilitation and the physical well-being of its inmates. His report demonstrates the superiority of the reformed prison system to transportation, which he dismisses as a waste of social and economic resources. The first plate is a tabular description of operating expenses of 10 English prisons. The others, numbered 1 to 8, are lithographed architectural plans of Chatham Prison. This is a rare title.
