It addresses the present situation in terms of security, politics, economy, humanitarian assistance, Iraq's neighbours, the coalition, and international community. Recommendations cover on international action, UK military action, reconstruction, and humanitarian action. Appendices detail the workings of the Commission, its members, Secretariat, witnesses, submissions, remit, etc. It was chaired by Paddy Ashdown, Margaret Ann Jay, and Tom King.
