Als voorzitter van de Afdeling bestuursrechtspraak heeft Jaap Polak in de afgelopen jaren de staatsraad advocaat-generaal meerdere malen verzocht een conclusie te nemen en daarmee niet alleen bijgedragen aan de rechtsontwikkeling, maar ook aan de ontwikkeling van het instituut 'staatsraad advocaat-generaal'.
