The present volume is the proceedings of that conference, and contains all manuscripts received prior to 1 August 1979, representing scie…ntific contributions presented. A few manus cripts were not received, but for completeness the corresponding abstract is printed. No record was kept of the discussion, so that some of the flavor of the meeting is missing. This is par ticularly unfortunate in the case of some topics which were in a stage of rapid development and where the papers presented sti mulated much discussion - such as the sessions on spatial dis persion and resonance inelastic (Brillouin or Raman) scattering in crystals, enhanced Raman scattering from molecules on metal surfaces, and the onset of turbulence in fluids. The background and history of the US-USSR Seminar-Symposia on light scattering was given in the preface to the proceedings of the First Symposium held in Moscow May 1975, published as 'Theory of Light Scattering in Condensed Matter' ed. B. Bendow, J. L. Birman, V. M. Agranovich (Plenum Press, N. Y. 1976). Strong scientific interest on both sides in continuing this series resulted in a plan for the second symposium to be held in New York in 1977. For a variety of reasons it was necessary to cancel the planned 1977 event, almost at the last minute.

In writing this book I had in mind an audience of physicists and chemists with no previous deep exposure to symmetry analysis of crystalline matter, non to the use of symmetry in simplifying and refining predictions of the results of optical experiments. Hence the book was written to explain and illustrate in all necessary detail how to: 1) describe the space group symmetry in terms of space group symmetry operations; 2) obtain irreducible representations and selection rules for optical infra-red and Raman and other transition processes. On the physical side I redeveloped the traditional theory of classical and quantum lattice dynamics, illustrating how space-time symmetry designations in the equations of motion can: 1) simplify and rationalize calculations of the classical eigenvectors of the dynamical equation; 2) permit classification of the eigenstates of the quantum lattice-dynamic pro blem; 3) give specific selection rules for optical infra-red and Raman lattice processes, and thus make 'go, no-go' predictions including polarization of absorbed or scattered radiation; and 4) simplify the modern many-body theories of optical processes.

This volume con tains the full text of 64 papers presented at (or prepared for) the Symposium in both plenary and poster se…ssions. This Symposium reestablished the very productive series of 'Light Scattering' Binational Symposia which were initi ated in Moscow in 1975. Unfortunately there was an eight-year hiatus follow ing the Second Symposium in New York (1979). This interval, caused by serious chilling of the climate of USA-USSR collaboration, deprived the active scien tists on both sides of the opportunity to meet and interact in the active format of a conference. During this eight year interval there has been very rapid and intense development of scientific activity in the general area of laser optics phe nomena. The development of ultrafast laser sources has permitted rapid advances in time resolved spectroscopy and ultrafast processes; the field of optical bistability and strong nonlinearity became a hot topic; and intense work is now underway to clarify ideas of photon localization. These new dev elopments complement many advances in the study of low dimensional systems such as surfaces, new work on phase transitions, and novel studies of elemen tary excitations such as polariton-excitons in localized environments such as quantum wells and heterojunctions.
