Previous assignments included commander of the 1st Battalion Princess Patricia s Canadian Light Infantry Battle Group (Task Force Orion) under Operation ENDURING FREEDOM in Kandahar, Afghanistan, from January to August 2006, during which his soldiers experienced intense and sustained combat. He has 28 years of service in uniform, including 17 years in infantry and airborne battalions in the Canadian and British armies. His operational experiences include multiple tours in the Balkans, Africa, and Afghanistan. Colonel Hope has served as a strategic planner with United States European Command in Stuttgart, Germany, and with NATO Headquarters International Security Assistance Force-Afghanistan. He has also served as the Canadian liaison officer to United States Central Command in Tampa, Florida. This monograph attempts to contribute to the current discussion concerning stability operations doctrine. The monograph uses documentary evidence to present a general theory of limited war, putting into context the various types of military interventions that are classified as stability operations. It uses contemporary ideas of â?~chaos' and â?~complexity' to define the environment into which stability forces deploy. In order to overcome the complexities inherent in modern social conflict, the monograph suggests adherence to three general principles. These are derived from a synthesis of Clausewitzian concepts, counter-revolutionary theories and general systems theory. The first principle is that the people remain the most important element in a conflict, the operational center of gravity for all sides. These manuals introduce 'manoeuvre warfare' as the official doctrine of the Army. Adoption of manoeuvre warfare came after years of sporadic debate over revision of the 1985 Combat Systems Studies - which focused exclusively upon a defensive scenario in central Europe. The end of the Cold War and the withdrawal of Canadian troops from Germany in 1993 made the operational context of the Systems Studies irrelevant, leading to a search for new doctrine. The theory of manoeuvre warfare emerged as an attractive alternative. This monograph examines whether or not 'manouevre warfare' is an appropriate operational doctrine for the Canadian Army in 2000 and beyond. The research emphasized a counterintuitive approach, critically examining the theory of manoeuvre warfare by investigating its origins and evolution in western military thinking. Four categories of documentary evidence were utilized: contemporary doctrine publications (US, British and Canadian) allowed comparison of current definitions and roles of military doctrine; published works of modern military history helped to determine the historical role of doctrine in the preparation of armies for war and the legitimacy of manoeuvre warfare as a distinct style of war; the published works of prominent military theorists are used to substantiate the theoretical foundations of manoeuvre warfare and its role vis-à-vis operational art; and contemporary Canadian policy and doctrine publications were reviewed to establish how relevant manoeuvre warfare is to Canada's strategic goals and to current operational realities.
