Siempre que les es posible, vinculan sus conclusiones teóricas con las prácticas vigentes, para acreditar a quienes han aplicado estas ideas con antelación a sus análisis y para demostrar que ese tipo de evaluaciones puede hacerse. Aunque el libro se centra en la evaluación, estas ideas también se aplican a la investigación educativa y social, pues les afectan similares cuestiones axiológicas, y ninguna puede ser neutra respecto a ellas. No obstante, pueden lograrse juicios de valor objetivos e imparciales. Los autores sostienen que las declaraciones sobre datos y valores no son independientes, sino que ambas se combinan. Asimismo, examinan los límites éticos y políticos que acompañan a cualquier contrato o programa de evaluación, sin perder de vista que vivimos en sociedades democráticas y que estas prácticas tienen que servir para reforzar más esta concepción de la vida social. Intentan alinear la teoría y la práctica profesionales con el pensamiento democrático.
