Verdeckt agierende Vertreter der Landesregierung wollen vollendete Tatsachen schaffen und erpressen den Burgermeister. Dann wird dessen Geliebte tot aufgefunden. Walter versteckt sich und wird vom LKA aus Angst vor Enthullung verfolgt. Mehrere Adressaten erhalten ein mysterioses Symbol, die ortliche Polizei steht vor einem Ratsel. Hauptkommissar Arne Bock fuhlt sich durch das LKA in die Irre gefuhrt. Joachim Walter begreift erst, als er entfuhrt wird, dass seine Vergangenheit ihn eingeholt hat. Eine Katastrophe bahnt sich an, denn wahrend eines Sturmhochwassers soll der Deich zerstort werden.
