Initially, expert systems concentrated on creating a suitable knowledge base by eliciting information from experts before deployment. Over time, alternative methods emerged, including incremental approaches that allowed for the initial construction of a provisional knowledge base, which could be refined through practical use. Additionally, some approaches aimed for fully automatic knowledge base construction using machine-learning techniques. Recently, there has been growing interest in ontology construction, particularly in creating reusable ontologies that can be shared across various users and domains. The Pacific Knowledge Acquisition Workshops (PKAW) have established a tradition of providing a platform for researchers to share innovative ideas on this topic, attracting participants globally, especially from the Pacific Rim region. PKAW is part of a series of international workshops on knowledge acquisition held in the Pacific Rim, Canada, and Europe over the past two decades. In the early days of expert systems, the focus of knowledge acquisition was to design a suitable knowledge base for the problem - main by eliciting the knowledge from available experts before the system was c- pleted and deployed. Over the years, alternative approaches were developed, such as incremental approaches which would build a provisional knowledge base initially and would improve the knowledge base while the system was used in practice. Other approaches sought to build knowledge bases fully automatically by employing machine-learning methods. It argues that much of the discussion put forward for either paradigm misses the point: Most of the arguments in the debates on the two paradigms concentrate on the question whether the nature of intelligence or cognition is properly accommodated by one or the other paradigm. Opposed to that is the analysis in this book, which concentrates on the question which of the paradigms accommodates the 'user' of a developed theory or technique. The user may be an engineer or a scientist - in any case, the 'user' has to be able to grasp the theory and to competently use the methods which are developed. Consequently, besides the nature of intelligence and cognition, the 'user' must be the focus of the debate on the proper paradigm.
