Hill was born in Missouri but settled in Canada after graduate school. The subject of his PhD dissertation was the Black population of Toronto; this program prints a 4½ page abstract as well as a brief biography. For his work as a civil servant, humans rights activist, and historian of Black Canada, he was awarded the Order of Ontario and made an Officer of the Order of Canada.
