Conclusion. References. Appendices. Index. The book develops a fresh approach to understanding governance using key concepts of Pierre Bourdieu (symbolic violence doxa field and habitus) and Jurgen Habermas (deliberative politics). Taking a case study of forest governance in Nepal Terai the book analyses Habermas's ideal of deliberative governance from the perspective of Bourdieu's theory of practice. The case study shows that despite growing rhetoric of participatory and decentralized governance of forestry in Nepal the actual practices of forest governance in Nepal Terai are controlled by dominant actors (mainly techno bureaucratic and feudal political agents) with limited deliberative spaces actually available to or proactively claimed by the disadvantaged groups of people dependent on forests. The book demonstrates how rhetoric of participation and inclusion is actually a part of symbolic instrument of domination and reproduction of preexisting power relations. The analysis shifts the usual emphasis on conscious will and rational behaviour of individual human agents as the key elements for understanding governance to an approach that interrogates the often overlooked symbolic structures of governance that systematically disadvantage some and privilege others. Thus the book proposes that the analysis of governance and politics should be expanded to include the processes of domination and hegemony in the symbolic domain including language and processes of deliberation through which power relations are reproduced in a society. 328 pp.

Community based forest management programmes in Nepal lessons and policy implications. Index. Over the past few decades Community Based Forest Management (CBFM) has evolved as a key strategy of conservation as well as promoting local livelihoods especially in the developing countries. Nepal has been designing various policies and programmes to support somewhat different but complementary strategies of CBFM over the past three decades. This book draws from these experiences top document lessons from different CBFM initiatives that have taken place over the past few decades in Nepal. The book analyzes not only the dynamics of community level interactions but also how policy and programme processes shape determine and influence the practices and outcomes of community based natural resource management activities. Together the eight chapters of the book demonstrate the pitfalls and potentials of community based and collaborative management programmes. In particular the analysis highlights the slow progress achieved when programmes are implemented without a basic consensus on the broad framework for decision making making them highly contested in practice. The Nepal experience shows the importance of deliberation on policy and programme agendas with affected people including local communities. While community based approaches are often assumed to be more equitable the case studies in this volume show the limits of devolution (moving power from state to community) and the importance of strengthening the capacity of community organizations to become effective and equitable managers of forests. At the same time the cases show the degree of autonomy that is needed to provide the conditions for effective local level collective action and resilient local institutions. Perhaps what is most important is that these stories show how over time community based forestry programmes move beyond a narrow conception of a government programme to an independent social arena where civil society groups state agencies and international actors contest each other for diverse resources power and positions. Nepal's experiences shows that potential of civil society action at multiple scales to make forest governance transparent accountable and democratic. The degree to which community based programmes address issues at upper layers of governance such as district or other sub national arenas is rarely considered by programme planners yet the empirical examples illustrate the importance of integration of these levels. This kind of integration and accountability is crucial in order to combat the ways in which subtle agendas of centralization are promoted in the name of participation devolution and decentralization. Finally the book demonstrates the importance of learning negotiation and experimentation to achieve successful sustainable and democratic forest governance in Nepal. 248 pp.

Buch. Zustand: Neu. Druck auf Anfrage Neuware - Printed after ordering - In Asia and the Pacific, climate change is now a well-recognised risk to water security but responses to this risk are either under reported, or continue to be guided by the incremental or business as usual approaches. Water policy still tends to remain too narrow and fragmented, compared to the multi-sectoral and cross-scalar nature of risks to water security. What's more, current water security debates tend to be framed in discipline specific or academic ways, failing to understand decision making and problem-solving contexts within which policy actors and partitioners have to operate on a daily basis. Much of the efforts to date has focussed on assessing and predicting the risks in the context of increasing levels of uncertainty. There is still limited analysis of emerging practices of risks assessment and mitigation in different contexts in Asia and the Pacific.Going beyond the national scales and focussing on several socio-ecological zones, this book captures stories written by engaged scholars on recent attempts to develop cross-sectoral and cross-scaler solutions to assess and mitigate risks to water security across Asia and the Pacific. Identifying lessons from successes and failures, it highlights management and strategic lessons that water and climate leaders of Asia and the Pacific need to consider. This book showcases reflective and analytical thought pieces written by key actors in the climate and water spaces. Several critical socio-ecological zones are covered - from Pakistan in the west to pacific islands in the east. The chapters clearly identify strategies for improvement based on the analysis of emerging responses to climate risks to water security and gaps in current practices. The book will include an editorial introduction and a final synthesis chapter to ensure clear articulation of common themes and to highlight the overall messages of the book.

Zustand: Hervorragend. Zustand: Hervorragend | Seiten: 488 | Sprache: Englisch | Produktart: Bücher | This book explains how a former net food exporting Nepal has become a net food importing country due to a lack of an integrated system-wide approach to planning and governance of agriculture and natural resources. It demonstrates how various components of the food system, such as agronomy, agrobiodiversity, plant health, post-harvest management, livestock and fisheries, and socio-economics including marketing and trade, have been managed in sectoral silos, crippling the very foundations of food systems innovations. The book also explores ways to tackle climate change impacts while considering gender, social equity, conservation agriculture practices, and crop modeling as cross-cutting themes. This book utilizes Nepal as a case study in relation to wider questions of food security and livelihoods facing South Asia and synthesizes lessons that are relevant to the Global South where countries are struggling to harmonize and integrate natural resources management for sustainable and effective food security outcomes. As such, it significantly contributes to the knowledge toward achieving various United Nations Sustainable Development Goals.
