Lieutenant General Joseph M. Heiser, Jr., retired with over 30 years' active duty in the U.S. Army. His rapid ascension through the ranks, from a first sergeant to second lieutenant in 1943, is indicative of his outstanding organizational ability and resourcefulness. His name has become synonymous with two of the most successful programs in ordnance: the closed-loop system and the logistics offensive. The closed-loop system maximized the utilization of material and reduced acquisition requirements by effecting the overhaul of unserviceable materiel and its return to the supply system. The logistics offensive resulted in reduction in tonnages of supplies, improved inventory and location accuracy, reduced response time required to meet requirements, improved operational readiness rates, and upgraded combat readiness throughout the entire U.S. Army. The purpose of this monograph is to relate in specific terms what logisticians did and how they did it in supporting combat forces in Vietnam. Not only were American soldiers supported, but at the height of hostilities, in addition to U.S. Forces, the U.S. Army in Vietnam also provided support to the military forces of the governments of South Vietnam, Republic of Korea, Thailand, Australia, New Zealand, and other allied countries. The United States Army has met an unusually complex challenge in Southeast Asia. In addition to the usual problems of waging armed conflict, the assignment in Southeast Asia has required superimposing the immensely sophisticated tasks of a modern army upon an underdeveloped environment and adapting them to demands covering a wide spectrum. These involved helping to fulfill the basic needs of an agrarian population, dealing with the frustrations of antiguerrilla operations, and conducting conventional campaigns against well-trained and determined regular units.
