Good. - Two folio issues, 13-1/8 inches high by 10-3/8 inches wide, and 13-7/8 inches high by 10-1/2 inches wide. Softcover, each bound in self-wraps with a wood cut of a hand holding a scale centered within the banner title at the top of each issue. 6 pages per issue, with the pages of the February issue numbered [65] through 70, and that of the July issue numbered [241] through 246, with text printed in 3 columns below the running titles. Once bound in with other issues, there are stab marks along the left margins and the cover pages are detached. A piece torn from the bottom left corner of the cover page of the July issue has been repaired with clear archival document tape, none of which affects the text. The pages are toned with some light foxing, especially to the top corner of the first 2 leaves of the February issue. Both issues are folded in half horizontally. Good. Among the columns published in the February issue are "Original Letters, from the Interior of New York State", and essays on "Washington's Birthday", "Observations on Sheep", and "Military Experiments". The July issue includes "Mr. Pickering's Address to the People of the United States. No. XVI", The "Editor's Closet on the Gaol Limits", and "Dr. Rush's Inquiry Into the effects of Ardent Spirits upon the human body and mind.". The publisher Harry Croswell (1778-1858) was a crusading political journalist, author and Episcopal clergyman. Mostly self-educated, he received honorary degrees from several institutions, including an A.M. from Yale in 1817, a Doctorate of Divinity from Trinity College in 1831. He was a co-founder of Trinity College in Hartford and he established the first public lectures in New Haven as well as founding an evening school for adult African-Americans. Croswell played an important role in first amendment battles over religious freedom and freedom of the press. He became Rector of Trinity Church on the Green in New Haven, Connecticut, establishing 7 new churches within the limits of his parish. Croswell wrote 14 books in addition fo his newspaper articles and is best known for being the first to define the word "cocktail" in print.…

Signed "Harry Croswell" in ink at the conclusion of the text (whether by Croswell or not we do not know). Croswell (1778-1858) ran a fiercely Federalist newspaper, *The Balance and Columbian Repository*, noted for its vituperative articles, and was often sued for libel. The most celebrated of these was an article on Jefferson, published in the *Wasp*, a paper controlled by Mr. Croswell. Alexander Hamilton's last speeches were made in Croswell's defense at the trial. After being forced from the newspaper trade, he took up the cloth and was ordained in 1815, when he became rector of Trinity Church in New Haven. This appears to be an attack on a Congregationalist minister who has had the temerity to attack the Episcopal church.…

A collection of (originally) a full year of Harry Croswell's Balance. It was put into use as a scrapbook at some point in the 1800s. First page is the original Table of Contents, followed by pages covered with pasted-down articles and illustrations. As is often the case with scrapbooks of this sort, alternating pages were cut out, so that the addition of new material did not over-much bulk up the book and break the spine. There are about 20 pages at the front covered cartoons and poems, Christmas stories and receipts. The first full and complete issue of The Balance and State Journal is the ninth one, for Feb 25, 1811. (page 65 of the book). The book continues with complete issues until page 325. There are a few leaves missing 107/108; 109/110; 179/180; 181/182; 213/214; 249/250; 251/252; 253/254; 319/320; 323/324. From 325-386, there are large illustrations pasted in (some by Thomas Nash), and alternating pages cut out. Resumes on page 385-394. 395-398 missing, then 399-410. Some of the pasted in illustrations pertain to president Hayes, so they are from the 1870s. The publisher of The Balance was Harry Croswell, best remembered as a fierce proponent of the first amendment and the right of the free press. He was Federalist and in 1800 he attracted the ire of the Jeffersonian Republicans with his political attacks. They sued him and his defense of the free press went to the NY State Supreme Court, where Alexander Hamilton joined his defense. The central tenet of that defense, once more very much in the news, that "truth is a defense against libel," has stood as a guiding principle of the free press ever since. This 1811 year collection of Croswell's paper was its only year with this name and his last year as a journalist. Croswell. He became a minister and lived until 1858. This issue contains the text of President Jefferson's Message to Congress of Nov. 8th. In his speech, Jefferson discusses relations with foreign powers, including the Delaware and other Indian tribes the Louisiana Purchase; the United States Navy; and the federal budget. Critical of Jefferson, Croswell would later be tried for libel and defended before the Supreme Court by Alexander Hamilton. The publication of this weekly newspaper would continue through 1807.
