Anschließend wird der Aufstieg der libanesischen Schiiten von einer ärmlichen Randgruppe zu einer politischen und militärischen Macht im Libanon beschrieben, bevor die eingehende juristische Untersuchung der Vereinbarung von Doha vom 21. Mai 2008, ihrer Umsetzung sowie ihrer Entstehungsgeschichte die Frage klärt, ob durch diese von der Hisbollah sowie ihren Verbündeten Amal und der christlichen Freien Patriotischen Bewegung (FPM) durchgesetzte Vereinbarung mit den Regierungsparteien der libanesische Verfassungsstaat außer Kraft gesetzt und so revidiert wurde.
