After Oxford Robertson joined the Sudan Political Service from 1922 to 1953, serving appointments in Blue Nile, White Nile, Fung, and Kordofan provinces and was the Civil Secretary from 1945 to 1953. In this position in 1947 he was chairman of the Juba Conference. He was then sent to British Guiana in January 1954 by Oliver Lyttelton, the then Secretary of State for the Colonies to write the Robertson Commission Report to investigate the current crisis in the country due to the election of the People's Progressive Party, who were seen as too friendly with the Communist organisations that had led to the suspension of the constitution. He was then sent to Nigeria as a result of his work. He was Governor-General from 15 June 1955 to 16 November 1960 (representing the Queen as head of state from 1 October to 16 November 1960). There is a short ink line scribbled at the top. Folded for mailing, else fine. The American chemist and politician James Grubbs Martin (born 1935) served as U.S. Congressman from North Carolina before being elected Governor of North Carolina. Martin is North Carolina's oldest surviving governor. The recipient Queens, New York Republican Congressman Seymour Halpern (1913-1997) started his political career as a campaign aide to New York's powerful mayor Fiorella La Guardia and first served in New York's State Senate for 14 years before seeking a seat in the U.S. Congress. In Albany Halpern sponsored 279 bills that became law, including measures on schools, housing, civil rights, nutrition and mental health. A Liberal, he was something of an anomaly as the lone Republican representative from New York City, and generally garnered support from Labor Unions and endorsement from the Liberal Party. Yet he never even considered switching parties as he considered membership in the Republican Party a family tradition and commitment. While he found ample time for his private pursuits, including painting and collecting autographs, he took his legislative duties very seriously. Of these, he was proudest of his co-sponsorship of the 1964 Civil Rights Act and of the original 1965 Medicare legislation.

Ca." and dated "1888" by Richardson. There is a small light brown stain to the top edge of the card and another near the bottom right corner. Very good. John Peter Richardson III (1831-1899) served on the staff of Confederate Brigadier General James Cantey during the Civil War. Richardson was elected and served as Governor of South Carolina from 1886 through 1890. As governor, he established Clemson College.SCARCE.
