F. C. Fuller untersucht in der vorliegenden Studie, welche Einwirkungen die Französische Revolution, die Industrielle Revolution und die Russische Revolution auf den Krieg und die Kriegsführung gehabt haben. Die Kriege der italienischen Stadtstaaten und der Herrscher zur Zeit des Absolutismus waren das Ergebnis einer kurzfristigen Gegnerschaft, nicht aber einer Feindschaft. Sie wurden mit Söldnertruppen geführt und dienten dazu, begrenzte machtpolitische Ziele zu erreichen. Die erste entscheidende Veränderung brachte die Französische Revolution. Die Kriege Napoleons, der amerikanische Bürgerkrieg und die beiden Weltkriege trugen bereits einen gänzlich anderen Charakter. Krieg und Kriegführung wandelten sich. Das ursprünglich kunstvolle Kriegshandwerk entartete zu einer barbarischen Kriegsführung, zum Einsatz von Massenvernichtungsmitteln, zum totalen Krieg. Die geschichtliche Entwicklung Europas in den letzten zweihundert Jahren wird von Fuller in klarer und präziser Art dargestellt. Er gibt eine gedrängte und scharf pointierte Übersicht jener Faktoren, die Krieg und Kriegsführung gleichermaßen beeinflußt haben, wie sie die materiellen Möglichkeiten des Menschen potenzierten.
