This French novel "deals in a unique and arresting way with the life of an English girl in an English seaport town" -- specifically Plymouth, depicted (it sez here) with "a realistic intensity and penetration which is almost Russian in quality." (It's also stated that the author "lived for some time in Plymouth.") Savignon (1878-1947) had received the Prix Goncourt way back in 1912 for his novel "Les filles de la pluie," and was later named a Chevalier of the Légion d'Honneur; relatively little of his ouevre seems to have been published in English translation.
