Brigadier here in possession why it was withheld at the War Office and by whom and what for? I will not hazard to say. On a communication forwarded through Gen. Halleck to General Grant, General H. made the following endorsement: '.I fully concur in the statements of Colonel French and I think his services most eminently merit additional promotion.'"
