Pennypacker (1843-1916), the historian and Pennsylvania governor. Interesting criticism of an attitude, prevalent in certain British publications at the time, that the British felt kindly toward Americans while Yanks displayed only hostility toward the British. To refute this, Dickson quotes numerous derogatory comments that appeared in Blackwood's Magazine during the Civil War and The Spectator in the 1890s.
