An impor…tant response to the significant manifesto addressed to foreign nations drawn up by Alexandre Maurice Blanc de Lanautte, Comte d'Hauterive (1754?1830) at the instruction of Napoleon Buonaparte following the Coup of 18 Brumaire, in which Napoleon came to power as First Consul of the First Republic on his way to coronation as Emperor. Frederick von Gentz (1764-1832) was a Prussian-Austrian diplomat and published several major essays on contemporary politics, including this one, in 1801. This is its first appearance in English, an early translation effort by the future politician John Charles Herries (1778-1855).

Frederick von Gentz (1764-1832) was a Prussian-born diplomat and political writer who became a close adviser to Metternich and served as secretary to the Congress of Vienna. The translator, John Charles Herries (1778-1855), subsequently became a prominent British statesman and Chancellor of the Exchequer.
