This debate may be described by two opposing positions. The first position maintains that environmental policy raises international competitiveness and thus welfare by inducing factor substitution and innovations which raise productivity and contribute to a lang-run cast decrease. The second position maintains that environmental policy leads to cast increases and induees capital flight into jurisdictions with laxer environmental standards that ultimately lead to a decrease in international competitiveness and welfare. It is the objective of this study to contribute to a better understanding of the eases in which a positive influence of environmental policies on competitiveness ean be expected. Both positions sketched above will be examined theoretically and empirically. The study was divided between the authors as folIows: Christian M. Scholz analyzed environmental regulation in a general trade model of perfect competition. He is also responsible für the literature survey and the case study about the titanium dioxide industry. Frank Stähler analyzed environmental regulation in models of industrial organization. He also examined the impacts of environmental regulation on the pulp and paper industry.
