"Canards Werk (eine eigentümliche Wiederbelebung von Cantillons `Tros Rentes`) wird gelegentlich zu den frühen Beiträgen zur mathematischen Volkswirtschaftslehre gezählt (aufgrund einiger algebraischer Formeln, die nichts besagen) und würde in den Genuß wohlverdienter Vergessenheit gelangen, hätte es nicht ein Mißgeschick ereilt. Dieses Mißgeschick bestand darin, daß es von der gleichen französischen Akademie "gekrönt" wurde, die es später versäumte, den Werken von Walras und Cournot ihre Anerkennung zu zollen. Und diese beiden Olympiers nahmen nach den Canard erwiesenen Ehrungen diese Vernachlässigung mit umso grösserer Bitterkeit auf, weshalb sie ihn mit höhnischer Verachtung straften, die ihm zu einer wenig beneidenswerten Unsterblichkeit verhalf. . Das Werk ist aber bei weitem nicht das schlechteste, das jemals geschrieben wurde. Es übte sogar einen gewissen Einfluss auf Sismondi aus." (Schumpeter, Geschichte der ökon. Analyse, S. 613 f.). Nicolas-Fr…ançois Canard (1750-1833), professeur de mathématiques à l'Ecole centrale de Moulins, fut un précurseur de l'école mathématique en économie. Ses Principes d'économie politique sont le développement d'un mémoire couronné par l'Institut quelques temps plus tôt, en réponse à la question : "Est-il vrai que, dans un pays agricole, toute espèce d'impôt retombe sur les propriétaires fonciers ?" Canard y parvient après avoir parcouru toute la théorie générale de la circulation des biens. Une autre originalité de cet ouvrage réside dans sa tentative, pour la première fois sans doute, d'appliquer l'algèbre à la science économique, ce qui lui vaut les reproches de ses contemporains Jean-Baptiste Say et Antoine-Augustin Cournot, qu'il devance pourtant dans cette approche. Mais la pensée économique de Canard ne peut être réduite au seul recours à l'instrument mathématique. L'intérêt de son ?uvre se lit également dans sa critique de la pensée physiocratique et dans son analyse des concepts de latitude et d'équilibre. « Canard a eu le rôle ingrat et le mérite d'un précurseur. Il est, à notre connaissance, le premier qui ait formulé et essayé de résoudre les problèmes d'équilibre économique auxquels l'école mathématique moderne ramène toute l'économie politique, et il en a signalé l'importance capitale. Il a tenté de construire la théorie de l'offre et de la demande et de la détermination des prix, et c'est déjà quelque chose d'avoir été le premier à le tenter. Il a donné une théorie de l'incidence de l'impôt vraiment remarquable, qui est trop absolue, mais qui contient une grande part de vérité. Even if this was "faute de mieux" as Blanqui says (reported in Coquelin & Guillaumin), this gave it a certain status, and since Canard (c.1750-1833) was not a professional economist, this statu…s seems to have initiated a tradition of resentment against him, starting with the Says, and extending through Cournot and Walras (who both failed to be honoured by the Academy) to Schumpeter. Despite this, Canard exerted some influence on French economists, including Cournot himself ("c'était là mon point de départ") and Sismondi. Outside France, where the effect of institutional squabbles might have been less, his influence was greater. The work went through three editions in German, and was also translated into Spanish (1804) and Italian (1809). Canard believed "that everything, which has exchangeable value, derives its value from the quantity of labour employed upon it. As there are different qualities of labour, however, Canard does not think that the quantity of labour, which could ideally serve as a measure of the exchangeable value, could in fact serve to determine the price. For this reason, he argues, one must fall back to the market to discover the determinants of price. The actual level of price will be determined by the relation of the force of the sellers to that of the buyers" (Theocharis, pp. 67-8). The force of each, in turn, is determined by their needs, and their degree of competition with their competitors. Theocharis calls Canard's analysis "highly ingenious and original" (p. 75) and shows how he anticipates Ricardian marginal analysis. Canard's re-evaluation in the 20th century also included his recognition of anticipating Ricardian marginal analysis (Theocharis, p. 75). Perhaps because he was not a professional economist, Canard met with resentment from his French contemporaries, yet exerted some influence, including on Sismondi, and, despite his criticisms, on Cournot himself.
