As manager of the Bank of Scotland in Glasgow, Fleming conducted an investigation into financial irregularities financial irregularities which resulted in the bank ceasing to trade in November 1857, and he was subsequently asked to help in its liquidation. In 1871 he became Senior Cashier and General Manager of the Royal Bank of Scotland and over the next ten years made major improvements to the company. In 1873 he managed to establish a base in London which required a change to the original charter and which met with considerable opposition from the English banks.
