Vaughan, Edward Howard of Glossop, Thomas Allies, the Earl of Denbigh, the Master of Lovat The victory of Ultramontane principles in the first Vatican Council aroused reaction in Baden and in Prussia, where the administration of Otto von Bismarck had expelled the Jesuits and imposed the "May laws" in 1873, with more repressive measures against church-controlled schools taking shape under the minister of cults, Adalbert Falk. The speakers aroused their audience by recalling the penal times prior to Catholic Emancipation in 1829. -- `In this instance there is something peculiarly hard, and I think peculiarly revolting to the feelings of Englishmen in connection with this persecution, and that is that these punishments are inflicted on the pretence that those who are to suffer them have committed a crime. (Hisses.) An assertion to prove the truth of which no means are taken by those who allege it. It is a fact that at this moment the Archbishop of Posen is in prison--(cries of "Shame!")--because he will not submit to laws which his conscience tells him he cannot submit to.'
