Globalization does not only provide positive effects, in fact, global terrorism, a growing shortage of energy resources, and a higher economic vulnerability to foreign developments are also effects of globalization. The Middle East will remain a key region in the next decades for either of the mentioned negative effects and therefore, Australia's strategic interests in the Middle East will increase. Given a broader Australian security agenda, determined by 'a global power balance, favourable to our interests and to those of our allies; secure sea and air lanes as sinews of peace and prosperity; and a framework of international norms conducive to individual freedom, economic development and liberal democracy' (Howard, 2006, p. 5), events in the Middle East do matter. Therefore, this paper will analyze key strategic challenges Australia will face in the Middle East region. Since these threats are possible threats for Australia's security interests, this paper will also outline possible options of actions Canberra might have in order to protect its interests in the Middle East and on its broader security agenda.

Since this rise is observed by many countries with concerns, Chinese politicians are eager to promote a 'less confrontational, more sophisticated, more confident, and at times, more constructive approach towards regional and global affairs' (Medeiros & Fravel, 2003). In other words, China faces the difficulty to become a powerful player in the international system on the one side and to calm the concerns of other nations at the same time on the other side. Therefore, Chinese politicians recognized the importance of multilateral cooperative mechanisms and the shortcoming of bilateral or unilateral approaches to deal with international issues (Wang, 2000, p. 479). Therefore it is not surprisingly that Beijing increased its efforts to participate in international multilateral institutions in order to create win-win situations (Mingquan, 2005). However, in contrast to many western approaches to multilateralism, China emphasizes the principle of sovereignty and non-interference in domestic issues by demanding the acceptance of different political, military and economic domestic systems (Wang, 2000, p. 479). This evolution of foreign policy also accompanies the growing of power and influence and therefore advanced capabilities to safeguard national interests in international relations. Since the security challenges in a post Cold-War era have broadened, the upcoming 'great power' China (Kim, 2003, p. 37) extended its engagement in international institutions and multilateral agreements.Hence, in the following this paper will argue that China's new multilateralism is subordinated to Beijing's security interests in a changing globalized world. In order to support this thesis, central multilateral engagements will be analyzed and it will be argued that China's new approach to international relations utilizes multilateral arrangements to pursue a cooperative security concept which aims at stabilizing of the regional and international environment as well as the combat against new security threats. On the other hand, it will be argued that Beijing's engagement in multilateral bodies aims at the provision of economic security and therefore is significant contribution to secure and stabilize the ongoing rise of the fastest growing economy in the world. Furthermore this paper will analyze underlying incentives for Beijing's engagement in these multilateral bodies.

Nonetheless, WMD-terrorism became a political priority, particularly in the United States since the Clinton administration declared '(t)he acquisition of weapons of mass destruction by a terrorist group is unacceptable. There is no higher priority than preventing the acquisition of this capability or removing this capability from terrorist groups' (Clinton, 1995). Regardless of this political development, there is an extensive scholarly debate whether WMD-terrorism poses a new apocalyptical threat due to the 'availability of information and expertise, heightened frustration of terrorists, demonization of target population, or messianic vision' (Ivanova & Sandler, 2007, p. 274) or whether the use of chemical, biological, nuclear or radiological agents (CBRN) by terrorist groups is exaggerated by the media or governmental and law enforcement agencies. However, it is necessary to recognize the differences between radiological / nuclear and chemical / biological agents since 'these weapons differ greatly in their ease of production, in the challenges they pose for deterrence, and in the effectiveness of defensive measures against them' (Chyba, 2002). The purpose of this paper is not to present a comprehensive survey of the possible threat assessments or potential counter measures. Rather, it will analyze what kind of terrorist groups are more likely to use CBRN for their purposes and what motivation determines the decision either to use or to restrain from the use of CBRN agents. Furthermore, this essay will examine the actual capabilities necessary to weaponize chemical, biological, radiological and nuclear material and the difficulties for terrorists to get to this stage.

In fact, since the early 1990's 'Western law enforcement agencies have noted an increased reliance on criminal activities by terrorist groups' (Mili, 2006, p. 8) a relationship that seems only natural given that terrorism itself is always a crime (Gorka, 2000). Hence, it is assumed that there is a 'close connection between international terrorism and transnational organized crime' (United Nations Security Council, 2001). Some even argue that both criminal activities 'bleed into one another' (Makarenko, 2003) and that there is a 'possibly irreversible trend towards a convergence of these activities' (Williams & Sanova, 1995, p. 28).In the following this paper will argue that the linkages between criminal and terrorist activities have increased since the end of Cold War in the early 1990's. However, the structure of these linkages is contested in the scholarly debate. In order to find a conclusion, this paper will analyze major changes in the structure of terrorist and criminal groups. In a second section the prevailing scenarios of a terrorist-criminal nexus will be outlined and critically discussed.

In these conflicts small arms were the dominant weapons, often purchased and supplied in an international black market, one that traffics 250 - 300 Millions illegal small arms (Jane s Terrorism & Security Monitor 2006). To fulfil the pretensions of this enormous market, trans-national crime organizations established highly sophisticated purposive networks throughout the globe that became rather successful, being able to 'exploit international channels, systems and infrastructure where they already exist and are equally quick to create new ones' (Stohl 2004, p. 21).Globalization, considered as 'processes through which sovereign national states are crisscrossed and undermined by trans-national actors' (Beck 2000, p. 101) has had a tremendous effect on the illicit markets and in special on the illicit small arms trade. In the following this paper will argue, that by creation of international networks in order to exploit international sources and new emerging markets, illicit small arms trade became a global business in the last decades (Stohl 2004, p. 21). It will also analyze how globalization processes contributed to this development by opening up new perspectives for international acting crime groups. A focus will be laid on major sources for illicit arms and the analysis of major causes for the global expansion of illicit trade in small arms during the last 20 years.
