An 1815 royal decree from King Ferdianand VII of Spain for the establishment of this order honoring military members who have performed above and beyond. The order was first created by the king in 1814, and this decree first printed in 1815 in Spain. This is the second and last Mexico printing (the first was 1815), as less than 10 years after this printing Mexico had formed its own republic. Quite scarce. FROM WIKI: The Royal and Military Order of Saint Hermenegild (Spanish: Real y Militar Orden de San Hermenegildo) is both a general military honor and a legion created by Ferdinand VII of Spain on 28 November, 1814. The Royal and Military Order of Saint Hermenegild is a military distinction of the Spanish Cavalry created by Ferdinand VII of Spain at the conclusion of the Spanish War of Independence in 1814. The purpose of the Order was to serve as a maximum means of reward for those soldiers who exceeded their military obligations and fought on, surpassing their suffering in battle, and who thus would serve as examples of bravery to His Spanish Majesty's armies. Given the desire of the King to create a distinction of extraordinary rank, comparable to others traditional honours, it was decided to put the Order under the Patronage of Saint Hermenegild, who was the Visigoth King of Seville who was martyred in defence of the Christian faith in the sixth century and who is the patron saint of the Spanish Armed Forces. Its first promulgation was published in 1815, being renewed later in 1860, 1879, 1951, 1994 and its most recent modernization in 2000. Size: 12mo - over 6¾" - 7¾" tall. Book.

Edict lowering tobacco retail prices as from 1st September 1809 in order to alleviate the burden of war taxation on the Spanish population : a pound of Cuban cigars is reduced to 48 reales, Brazilian tobacco to 22 reales. The edict is issued by the Cortes of Cádiz, the acting governing junta in the name of the deposed king Ferdinand VII. Signed by state councillor Estéban Varea, who was to serve as Secretary of the Council of State 1812-14 until the return of the king from French capivity. Well preserved; a repair in inner top blank corner of second leaf. Not listed in Arents Catalogue.

There are a couple of light spots to the front margin of the first leaf. A clean & bright pamphlet. RARE First (only) edition. When King Ferdinand VII of Spain returned to power in 1814 he repealed the liberal constitution of 1812, the Constitution of Cadiz. In 1820, soldiers preparing for an expedition to reclaim Spanish colonies in South America pledged loyalty to the 1812 Constitution and, led by Rafael del Riego, revolted against the King's absolute rule. On March 9, 1820 Ferdinand accepted the constitution and gave power to the liberal ministers. The 3-year period that followed is known as the "Trienio Liberal". This period of liberal rule in Spain was marked by instability and a faltering Spanish economy. In January of 1823 a secret treaty was signed at the Congress of Verona by the United Kingdom, France, Russia, Prussia and Austria. The treaty gave authority to France to invade Spain and restore Ferdinand VII as the absolute monarch. The King of France, Louis XVIII, put the Duke of Angouleme in charge of the Army of the Pyrenees, also known as the "Hundred Thousand Sons of Saint Louis". It was his mission to overthrow the Constitutional government of Spain and restore Ferdinand VII to his full powers as was agreed to at the Congress of Verona. Angouleme and his army entered the capital of Spain on May 23, 1823. There he formed a royalist regency presided over by Carlos Maria Isidro de Borbon, the Infante of Spain. The pamphlet at hand is an exposition addressed to the Duke of Angouleme by the Grandee of Spain, represented by 36 members of the Spanish nobility who have signed at the end. It is worthy of note that the Grandee's statement is dated May 27, the day after the regency was installed. The statement praises Angouleme and calls for him to quickly unite the King with the nations of Europe. Manuscript in brown ink on paper penned in a neat legible hand including corrections, deletions and footnotes, dated at end 1 May 1833. 39 pages of written text in folio, 1 double-page in octavo, last page blank. Each recto page headed with rectangular stencilled royal seal dated 1823 incorporating circular royal arms in the centre. Comprehensive ministerial manuscript draft proposal to the king ('Ex[elentisi]mo Señor') to incorporate the Junta de Cria Caballar (Horse breeding Board) into the recently created Ministerio de Fomento (Ministry of Development) in order to achieve a more economic and efficient administration of national studs. The substantial draft in 44 paragraphs discusses various aspects of the proposed reforms and for the legislation on horse breeding in Spain from both the technical and political point of view with interesting comments. It argues in favour of removing the Junta de Cria Caballar (Horse Breeding Board) from the Secretaria de Despacho de Guerra (War Ministry) in order to incorporate it into the recently formed Ministerio de Fomento (Ministry of Development) for both economic and technical reasons, dwelling on the expenses of the Suprema Junta de Caballeria in transformation. The draft represents an attempt at modernising the cumbersome Bourbon administration of Ferdinand VII who died in September of the same year. The writer stresses the benefits of improved horse breeding for national agriculture, trade and for effective formation of cavalry. Referring to ancient times, he seeks to recreate the famous breeds of Spanish horses, calling Spain the 'Arabia of Europe' and he emphasises the importance of royal encouragement and direction. The writer actually suggests that the king's younger brother, Infante Carlos Maria, later the Carlist pretender to the throne, should become protector of horse breeding in Spain. Special attention is given to the management of studs in Andalucia, Murcia and Estramadura and to the importance of regular and diligent government inspection. The draft covers 34 pages dated 'Madrid, 1 May 1833' at the end; it is followed by 2 supplementary pages entitled 'Gastos' providing the considerable annual administrative expenses of the present Suprema Junta de Caballeria (Horse Breeding Board) for the year 1832 and by three pages entitled 'Productos' containing actual figures of the numbers of foals born to mares in the same year to date. Edges tailend corners of 2 leaves affected by water staining, otherwise the manuscript is in excellent archival condition.

A scarce royal decree on the creation and definition of the office of the General Superintendency in the Spanish Viceroyalties in the Americas. During the dusk of the Spanish Empire, a bulk of administrative reforms were introduced trying to avoid the disintegration of the overseas territories, especially in the Americas. By the present royal instruction, Fernando VII introduced the office of the Superintendencies in the Viceroyalties of New Spain, Peru, New Granada, and Buenos Aires (the Río de la Plata) and detailed the duties of the position in fifteen articles. "Y ellí también el de 29 de enero de 1811[sic!], impreso, que contiene una Instrucción en 15 Artículos para los nuevos Superintendentes que, por la misma fuerza de los principios liberales, quedaban privados de todo conocimiento en los asuntos contenciosos de Real Hacienda (lo cual era también aplicable a la Junta Superior), y del Vice-Patronato, que tampoco tendrían los Intendentes, porque lógicamente pasaba a los Gobenadores políticos. Por supuesto, estaba abolido el Fuero de Hacienda, y se les cortaba casi totalmente cualquier inicitiva para reformar el sistema. De 3 y 4 de noviembre de 1820 datan las propuestas para la separación de la Superintendencia []. El Real Decreto de 29 de enero de 1821 pasó a las Cortes en 7 de marzo, siendo aprobado en 7 de abril []." First edition. Unbound as published. [4] p. Royal order concerning the establishment and finance of schools in Indian communities in South America for the teaching of the Castilian language. This 1815 Royal order is a reinforcement and partly a reprint of a previous ordinance concerning the establishment of schools for teaching the Spanish language in the pueblos de Indios (January 28, 1778), and a supplement (November 5, 1782) which as a response to the appeal of the Corregidor de la Provincia de Paria) permits to finance these schools and provide the salary of the teachers by newly imposed taxes on the local indigenous communities. Apparently not all the desirable schools were established by 1815, and in a response to another appeal, this time by Tadeo Joaquín Gárate Cañizares' (17741827), a former Deputy of the Cortes Generales y Extraordinarias in Puno (viceroyalty of Peru), Charles III's earlier order and the encouragement of the taxation were repeated and reinforced by Ferdinand VII. Scarce, WorldCat locates only 2 copies worldwide (UC Berkeley Libraries; Harvard University). Dated on the top of the first page, and numbered at the lower left corner in ink, by a contemporary hand.
