La biografía y la obra de Jacobo Romero se sitúa en la encrucijada entre dos grandes movimientos artísticos: el modernismo y la cristalización del movimiento moderno. Se trata de un amplio periodo de tiempo marcado, en la historia española, por la crisis del sistema político de la Restauración, que desembocó en la dictadura de Primo de Rivera, la Segunda República, la guerra civil y el régimen franquista. Su actividad profesional se inició en Palencia como arquitecto municipal, ciudad que vivió su propia belle époque durante los felices años veinte. Su arquitectura, de marcado carácter regionalista, abierta a los vientos del art déco, en cierto modo se enfrentó y sucedió a la de Jerónimo Arroyo, con sus deslumbrantes edificaciones imbuidas del más puro modernismo catalán. Durante los terribles años treinta trasladó su estudio a Valladolid, al servicio de su Diputación Provincial como arquitecto. A esta etapa corresponde su arquitectura sin estilos, dentro de la corriente racionalista. En este periodo, Jacobo Romero llevó a cabo varios edificios, que hacían esquina en la ciudad castellana con sus formas de proa naval, imagen maquinista y pieles desornamentadas. Acabada la guerra civil, con un elenco de arquitectos españoles concursó en la convocatoria para levantar la Santa Cruz del Valle de los Caídos. Sus actuaciones en el barrio de La Luz en Avilés o el de la Concepción en Madrid marcan una nueva etapa caracterizada por la construcción en serie, la ocupación masiva del suelo y la definitiva adopción del lenguaje del movimiento moderno hasta su muerte en 1972. La estela de Jacobo Romero va a ser seguida por algunos miembros de la saga familiar, que tiene su referente heráldico en Pedro Romero (m. 1895), alcalde de Palencia. Lorenzo Romero Requejo (m. 1986), hijo del primero, desarrolló su trayectoria como arquitecto principalmente en Madrid, dentro de un estilo rigurosamente moderno, con algunos guiños en sus primeros trabajos a la obra de su padre. En cuanto a Jesús Mateo Pinilla, bisnieto del alcalde de Palencia Pedro Romero, defiende un urbanismo ecológico y una arquitectura posmoderna de alto contenido simbólico ligado en parte a la masonería, en la que la tecnología no está reñida con una fuerte carga humanística.
