Its first Principal was an Iranian. Reza Fallah (1909-82) had attained a PhD in Petroleum Engineering at Birmingham University on an AIOC scholarship. He chaired the Institute's General Committee and sat on its Advisory Committees. He handed over to JH Parkinson (Head of Science Department and Lecturer in Physical Chemistry) during the 8th Session, with that report written jointly by them both. A co-founder of OPEC, Fallah later became General Manager of the Abadan Refinery, and Deputy Chair of the National Iranian Oil Company where he shaped oil policy for the Shah. The reports detail developments on relations with the Ministry, administration, advisory committees, staff, courses (dates, hours, exams, student numbers, certificates, prizes, selection for UK training, etc), the Institute's Hostel (established during the 4th Session), sport and social life, buildings and equipment, VIP visits etc. In the 2nd Session Fallah focuses on recognition by the Education Ministry. This was a major early achievement, with much of his time taken up with ensuring conditions were met. A major gain was Apprentice exemption from military service. Social activities included sport, technical and general films, and drama. The latter included a Persian play written and produced by staff and students, with an audience of 600 from Abadan and Khorramshahr including Management and government. The Library received 500 volumes from the UK, with data on books borrowed, Iranian and English newspapers stocked, and bookshop. Of 277 enrollments, 236 stayed to the end. For the 5th Session staff travelled countrywide to recruit students. This resulted in 512 applications from 24 towns as shown on the map (o/w 158 Tehran, 65 Isfahan, 56 Hamadan, 47 Kermanshahr), with furthest locations Meshed, Birjand and Kerman. By the 9th Session enrollment was 790. There were Departments for Commerce, Engineering, Science and Petroleum, each with an Advisory Committee, staffed by full, part-time and visiting lecturers along with workshop foremen, stewards and assistants. Certificate Courses included a 5 year BSc and 4 year Apprenticeships. Intensive Special Day and Voluntary Evening Classes covered English, commercial skills, bookkeeping, accountancy, maths, drawing (including "lady tracers"), civil engineering, typewriting etc. VIP visitors included Prince Ghulam Reza Pahlavi, Bank Melli's Governor Abolhassan Ebtehaj who was seeking to raise finance for national development, and former British Foreign Secretary / future PM Anthony Eden who recognised the AIOC as critical to Britain's post-war recovery.…
