When it was drafted, in 1849, Spanish was the native language of around 13,000 of California's nearly 100,000 residents, many of them recent arrivals due to the gold rush (1848-1855). Several statutes concern the incorporation of settlements. There are a few statutes reflecting the gold rush; one of these was an act regulating the activities of miners from foreign countries. Reflecting the growth of the state, there are also several acts establishing state and local officials.
