The major premise of the paper is that obstacles can have a significant impact on military actions at the operational level of war and that p…lanning procedures must allow the operational commander the ability to incorporate obstacles into his plans. Several historical examples from the two world wars show that obstacles have had operational impact during previous wars. The study compares current obstacle planning procedures with those which would allow the operational commander the opportunity to develop a fully integrated obstacle-maneuver plan. The analysis shows that the present procedure of top-down maneuver planning and bottom-up obstacle planning is not adequate for the needs of the operational commander. Such a system permits integration of obstacles with the maneuver plan at the tactical level but not at the operational level. The study concludes with the recommendation that obstacle planning procedures be changed to reflect top-down maneuver and obstacle planning to facilitate the complete integration of both plans at all levels. Using the historical example of the 80th Infantry Division's assault crossing of the Moselle River in September, 1944, the…study identifies six factors which promoted successful river crossings in World War II. The validity of each factor is further supported with additional historical references. A comparison of 1939 and 1944 river crossing doctrine to current river crossing doctrine reveals the similarities between the doctrines. Current techniques and procedures are virtually identical to those of World War II. This study demonstrates that the current doctrinal fixation with the crossing operation and the establishment of a secure bridgehead is not tactically sound. Analysis suggests that the doctrinal focus should be the defeat of the enemy's defenses in death rather than the crossing or the bridgehead. The study concludes with a look at U.S., Soviet, and German World War II river crossing practices and current Soviet practice to determine if some solutions to the doctrinal and force structures incompatibilities exist. Six changes, some to river crossing doctrine and some to force structure, are proposed.

[sic] I suppose that these politics &c, squeeze out any matter which can bide its time'. He recalls their previous meeting: 'last time was on a Sunday… morning, when Theodore & I trotted from Belvedere to Sidcup [.] he, like you, has been following his father's footsteps, & has made somewhat of a name in economic edntomology'. He has shown Lester's letter to his wife, who was 'delighted to see it for the sake of your mother, who, as you may recollect, was a great ally of hers'. He wishes he could be with Lester's father, never having had the luck to see India, despite having 'always hankered to do so'. He hopes to be able to call on him, but now lives so far from town, 'that I can seldom do more than rush from one station to another, when I am on one of my regular lecture-tours'.
