Francis Dunham Wormuth (1909-1980) was an American lawyer, having been a Distinguished Professor at University of Utah. Edwin Firmage, an international and constitutional law scholar, and professor emeritus of The University of Utah S.J. Quinney College of Law in Salt Lake City. A Hinckley Fellow at Brigham Young University, he graduated with high honors in political science and history. He received a master's degree in history from Brigham Young University. He was National Honors Scholar at the University of Chicago Law School and served on the editorial board of the Chicago Law Review. He received the doctor of law, master of laws, and doctor of jurisprudence degrees from Chicago, A careful, comprehensive, sharply focused, and biting scholarly review of the congressional and executive use of the War Powers. In this study, the authors examine the hotly debated question of where to assign the power to initiate and to conduct war, an issue that was also debated thoroughly during the writing of the Constitution. The authors content that the resulting Constitution assigned the power to initiate war solely to Congress, clearly separating the power to conduct war from the power to initiate it. Nevertheless, from the beginning of the Republic through the Vietnam War, presidents have committed acts of war without proper congressional authorizations. While factually examining essentially all of these presidential acts of war, the authors delve further into the legal questions of ratification by appropriation, delegation of the power to make war, the nature of "conditional war", and separation of powers in foreign relations.

Zustand: Very good. - Octavo, 9-3/4 inches high by 5-3/4 inches wide. A 2 page broadsheet, being the address by the president and trustees of the town of Green Bay "To the Honorable the Senate and House of Representatives of the United States of America, in Congress assembled". The top edge is lightly darkened with a couple of tine tears and a crease to the right corner. There is some minor insignificant foxing to the top and bottom. Very good. Senate document, 26th Congress, 1st session, no. 504. "Referred to the Committee on the Judiciary, and ordered to be printed".Two years after Wisconsin Territory was formed, the borough form of government for Green Bay was approved by the territorial Legislative Assembly in 1838. Under this act the people of the town elected up to six trustees and a president to perform the necessary duties of levying taxes and making the improvements needed in the town. In the following legislative session adjustments were made to the law and were approved by the votes of a majority of the residents. Following this, the Legislature received a petition from some of the residents wanting the law repealed. Again a vote was held and a majority voted to retain their act of incorporation. In the document at hand, the trustees are requesting relief from a resolution introduced by John Pope, Chairman of the Committee on Territories in the House of Representatives, that would disapprove of the acts passed by the Legislative Assembly of the Territory. The document is signed in print by four trustees, Peter White, Edwin Hart, Henry O. Sholes , Daniel Butler and the President Daniel Whitney. It is attested to by the Clerk, John Last.
