Newhall is a volcanologist, formerly with the U.S. Geological Survey and the Earth Observatory of Singapore. He is the co-creator of the Volcanic explosivity index and specializes in volcanic prediction. Newhall went to the Philippines in 1970 under the United States Peace Corps program. For his academic training, Newhall attended Dartmouth College, Hanover (Ph.D. 1980). He retired from the USGS Volcano Hazards Program after nearly three decades in 2005. In 2008 he moved to Nanyang Technological University in Singapore to take on the position of volcanology group leader at the Earth Observatory of Singapore. Dr. Raymundo Santiago Punongbayan (13 June 1937 28 April 2005) was the director of the Philippine Institute of Volcanology and Seismology (PHIVOLCS) from 1983 to 2002. Punongbayan became popular after handling two well-known calamities, the 1990 Luzon earthquake and the 1991 Pinatubo eruption. PHIVOLCS is the government agency in charge of conducting volcanic and earthquake monitoring in order to generate data to be used to predict volcanic eruptions and earthquake occurrences. Punongbayan's effort to monitor Mount Pinatubo and his information campaign to apprise nearby communities of the volcano's impending eruption saved thousands of lives in 1991. An impressive collection of 62 technical papers recounting the eruption of Mount Pinatubo in 1991 and its aftermath. The contributors reflect the international cooperation exhibited during the eruption (ten times larger than Mount St. Helens) and explore the precursors, processes, and products of the eruption, as well as record setting erosion and lahars (volcanic mudflows), evacuation efforts, global climate effects, and the socioeconomic impact of the eruption on the surrounding community.
