The letter, addressed to an unnamed recipient, begins: 'My dear Sir | Before I quitted Office I communicated to the Court of directors the Draft of an Insolvent Bill & some letters on the subject which I had received from the Judges in India, together with a request that they might be laid before you for your opinion & observations.' He should like the opportunity to talk over the subject with him, as he considers himself 'pledged to bring the measure forward [in the House of Commons]' with the approval of the present Board. The last paragraph relates to a 'Bill for consolidating & amending the Criminal Law in India which Mr Groom undertook to prepare & for which the Chairman promised me that he should have the assistance of Mr. Lawford & through him of yourself'. Williams-Wynn held office in both Tory and Whig administrations.…

During that time he oversaw political reform and the abolition of slavery. There is a 6 page section about 'West Inidan possessions' which covers the abolition of slavery. Scarce. No author given. There is a copy in the British Library that cites Earl Grey as author which I can not verify elsewhere. Bound in original drab boards which are worn and scuffed with some soiling. Minor corner creasing and soiling to edge of leaves otherwise contents clean and bright. Earl Grey's famous speech in favour of reform, in a "Genuine Verbatim Edition" (from front cover). The Great Reform Act, finally passed the following year in 1832, introduced changes to the parliamentary system including reductions in long-standing abuses such as seats in depopulated Rotten Boroughs, and creating seats in modern industrial towns, previously unrepresented. In addition, the franchise was extended by altering the voting criteria so that the electorate roughly doubled in size, though many residents were still unable to cast a vote. A rare ephemeral survivor - COPAC locates just a single printed copy in the UK, at Senate House Library. …

The letter reads in part: "I must again beg leave to trouble you on the subject of the unfortunate young men of my reg . plunged into distress by the high price of every article in the West Indies, & after arriving in England, being marched from one end of the kingdom to the other, which their pay was by no means adequate to." He then pleads the special cases of Ens. Clune, Taylor and Green. Charles Grey was successful and controversial in the war. Promoted to Major-General in 1777, under General Howe he commanded the 3rd Brigade at both Brandywine and Germantown. OBND states, "[A]fter his few years of service in America he earned a reputation as an efficient and loyal subordinate. He was also ranked as a hardline officer who advocated the fullest prosecution of the war."
