De ahí que sorprenda la desidia de los Estados a la hora de intentar descubrir qué se oculta detrás de estos fenómenos. Se podría afirmar, tal y como lo hacen los autores de este singular texto, que para los Estados el fenómeno de los ovnis es un no-fenómeno: se reconoce su existencia pero, al no perseguir su investigación, esta se relega al estatus de la «indecibilidad» o, lo que es lo mismo, en la práctica se asume que los ovnis existen pero, en realidad, no existen.La soberanía moderna es por definición antropocéntrica, es decir, está constituida y organizada con los seres humanos como única referencia. Sin embargo, quizás sus verdaderos límites se evidencien en el tabú de tomar en serio el fenómeno de los ovnis. Este tabú se explica por los imperativos funcionales de la soberanía antropocéntrica, incapaz de admitir una excepción a la primacía del ser humano sobre todas las cosas y a la soberanía estatal como expresión de este poder ontológico absoluto que, supuestamente, detentamos sobre el resto del universo.
