First, in the opinion of the editor, the U.S. Navy was at a critical point in its history, at a time when the nation was fighting two wars and the roles and missions traditionally assigned to the Navy had been called into question. The second reason was that it had been a decade since an anthology of journal articles had been culled and assembled into an easily accessible volume. Good. No dust jacket as issued. Catherine McArdle Kelleher (born January 19, 1939) is an American political scientist involved in national and international security policy. Currently, she is Senior Fellow at the Watson Institute for International Studies at Brown University and College Park Professor of Public Policy at the University of Maryland. Kelleher was the Director of the Aspen Institute in Berlin from 1998 to 2001 when she was appointed Professor of Strategy at the Naval War College (2001?2006). Her public service career began with appointment to the National War College as a professor of military strategy in the 1980s and a series of consulting posts in Office of the Secretary of Defense, Arms Control and Disarmament Agency, and Department of State. She has served both in the White House on the National Security Council staff and at various levels in the Department of Defense. Her most recent assignments are as the Secretary of Defense's Personal Representative and Defense Advisor to the US Mission to NATO, and as Deputy Assistant Secretary of Defense for Russia, Ukraine, and Eurasia (OSD/RUE). She is an expert on international security. Peter Dombrowski is a professor of strategy in the Strategic and Operational Research Department. Previous positions include chair of the Strategic Research Department and editor of the Naval War College Review. Dombrowski is the author of over 65 publications. He received his Ph.D. from the University of Maryland. Regional Missile Defense from a Global Perspective explains the origins, evolution, and implications of the regional approach to missile defense that has emerged since the presidency of George H. W. Bush, and has culminated with the missile defense decisions of President Barack Obama. The Obama administration's overarching concept for American missile defense focuses on developing both a national system of limited ground-based defenses, located in Alaska and California, intended to counter limited intercontinental threats, and regionally-based missile defenses consisting of mobile ground-based technologies like the Patriot PAC-3 system, and sea-based Aegis-equipped destroyer and cruisers. The volume is intended to stimulate renewed debates in strategic studies and public policy circles over the contribution of regional and national missile defense to global security.
