The Militarily Critical Technologies List (MCTL) is a detailed and structured compendium o…f the technologies DoD assesses as critical to maintaining superior U.S. military capabilities. DoD develops the MCTL with participation of other agencies of the United States Government, U.S. industry, and academia and updates it on an ongoing basis. The MCTL is not an export control list. ? There may be items in the MCTL that are not on an export control list. ? There may be items on an export control list that are not in the MCTL. The MCTL is to be used as a reference for evaluating potential technology transfers and technical reports and scientific papers for public release. The information must be applied using technical judgment. It should be used to determine if the proposed transaction would result in transfer that would permit potential adversaries access to technologies, not whether a transfer should or should not be approved. At the time distribution of this report was authorized to U.S. Government agencies and their contractors. The October 1992 edition of the Militarily Critical Technologies List was published in November 1992. The 1992 MCTL contained 15 sections, each of which addressed a technology area. Selected sections of the MCTL were augmented by the publication of supplements. These supplements provided additional technical rationales as to why the technologies were included in the MCTL, rationales for selection of technical parameters, amplifying information on foreign technology assessments, etc. The purpose of this document was to provide supplemental information intended to enhance the usefulness of Section 11.0 Directed Energy (DE) and Kinetic Energy (KE) Systems Technology.
