Clarence Douglas Dillon (August 21, 1909 January 10, 2003) was an American diplomat and politician. He was also a member of the Executive Committee of the National Security Council during the Cuban Missile Crisis. Dillon was a Harvard University, A.B. magna cum laude in 1931. In 1938 be became Vice-President and Director of Dillon, Read & Co. and by 1952 he had doubled the firm's investments. President Eisenhower appointed him Ambassador to France. He then became Under Secretary of State for Economic Affairs in 1958 before becoming Under Secretary of State. In 1961 President Kennedy appointed Dillon Treasury Secretary. Dillon remained Treasury Secretary under President Johnson until 1965. Dillon proposed the fifth round of tariff negotiations under the General Agreement on Tariffs and Trade (GATT); it came to be called the "Dillon Round"." The author contends that the the annexations of Porto Rico and the Philippines, following on the annexation of Hawaii, were motivated b psychological as well as by economic causes. He felt that the economic causes had been exaggerated. The purpose of this work, the author stated, was not to disprove the existence of economic causes but to throw more light on certain non-economic factors that he felt deserved further study. The three major non-economic motivators in the author's opinion were racial superiority, manifest destiny, and obligations of duty. In the case of the latter, it was akin to making the world safe for democracy and saving populations from the depredations of dictatorship and oppression.
