David Wise (May 10, 1930 October 8, 2018) was an American journalist and author who worked for the New York Herald-Tribune in the 1950s and 1960s, and published a series of non-fiction books on espionage and US politics as well as several spy novels. His book The Politics of Lying: Government Deception, Secrecy, and Power won the George Polk Award and the George Orwell Award. In 1951, Wise joined the New York Herald-Tribune and became the paper's White House correspondent in 1960. He was chief of the paper's Washington, D.C. bureau from 1963 to 1966. He was later a commentator on intelligence issues for CNN for six years. Thomas B. Ross was a journalist and best-selling author of books on military intelligence who later became the spokesman for the Pentagon in the Carter administration. In 1960, when Mr. Ross was the Washington bureau chief for The Chicago Sun-Times, a United States spy plane was shot down over Russian territory. At the time, government officials claimed it was a weather plane, but the Russian government later produced the pilot, Francis Gary Powers. Mr. Ross and David Wise investigated the incident and published ''The U-2 Affair'' in 1962. The book was the first of three the two wrote together. ''The Invisible Government,'' published in 1964 and explained the role of intelligence agencies in diplomacy. Mr. Ross and Mr. Wise explored, in 1967, the intelligence community in ''The Espionage Establishment'' The 1960 U-2 incident occurred during the Cold War on 5/1/1960 during Dwight D. Eisenhower's presidency when an American U-2 spy plane was shot down over the USSR. At first, the US government denied the plane's purpose & mission, but was forced to admit its role as a covert surveillance aircraft when the Soviet government produced its remains (largely intact) & surviving pilot, Francis Gary Powers. Coming just over two weeks before the scheduled opening of an East-West summit in Paris, the incident was a great embarrassment to the USA & prompted a marked deterioration in its relations with the Soviet Union. On 1 May 1960, a United States U-2 spy plane was shot down by the Soviet Air Defence Forces while conducting photographic aerial reconnaissance deep inside Soviet territory. Flown by American pilot Francis Gary Powers, the aircraft had taken off from Peshawar, Pakistan, and crashed near Sverdlovsk (present-day Yekaterinburg), after being hit by a surface-to-air missile. Powers parachuted to the ground and was captured. Initially, American authorities acknowledged the incident as the loss of a civilian weather research aircraft operated by NASA, but were forced to admit the mission's true purpose a few days later after the Soviet government produced the captured pilot and parts of the U-2's surveillance equipment, including photographs of Soviet military bases. The incident occurred during the tenures of American president Dwight D. Eisenhower and Soviet leader Nikita Khrushchev, around two weeks before the scheduled opening of an eastwest summit in Paris, France. Khrushchev and Eisenhower had met face-to-face at Camp David in Maryland in September 1959, and the seeming thaw in U.S.-Soviet relations had raised hopes globally for a peaceful resolution to the Cold War. The U-2 incident shattered the amiable "Spirit of Camp David" that had prevailed for eight months, prompting the cancellation of the summit in Paris and embarrassing the U.S. on the international stage. The Pakistani government issued a formal apology to the Soviet Union for its role in the mission. Following his capture, Powers was convicted of espionage and sentenced to three years of imprisonment plus seven years of hard labor; he was released two years later, in February 1962, in a prisoner exchange for Soviet intelligence officer Rudolf Abel. He was the coauthor of The Invisible Government, a #1 bestseller about the CIA. He was also the author of Nightmover, Molehunt, The Spy Who Got Away, The American Police State, The Politics of Lying, Cassidy's Run, Spy, and Tiger Trap, and the coauthor, with Thomas B. Ross, of The Espionage Establishment and The U-2 Affair. He was the former chief of the Washington bureau of the New York Herald-Tribune. David Wise died in 2018. Thomas B. Ross was born in New York in 1929. After graduating from Yale University he served in the United States Navy. During this period he saw active duty in the Korean War. After leaving the navy he worked for the International News Service and the United Press International. In 1958 he became a member of the Washington Bureau of the Chicago Sun-Times. Ross joined forces with David Wise to research the events surrounding the shooting down of the Lockheed U-2 spy plane on 1st May, 1960. Their book, The U-2 Affair was published in 1962. Ross and Wise now began work on a new book called Invisible Government. John McCone, the director of the Central Intelligence Agency, discovered that the book intended to look at his links with the Military Industrial Congress Complex. The authors also claimed that the CIA was having a major influence on American foreign policy. This included the overthrow of Mohammed Mossadegh in Iran (1953) and Jacobo Arbenz in Guatemala (1954). The book also covered the role that the CIA played in the Bay of Pigs operation, the attempts to remove President Sukarno in Indonesia and the covert operations taking place in Laos and Vietnam. John McCone called in Wise and Ross to demand deletions on the basis of galleys the CIA had secretly obtained from Random House. The authors refused to made these changes and Random House decided to go ahead and publish the book. Invisible Government was published in 1964. It was the first full account of America's intelligence and espionage apparatus. In the book Wise and Ross argued that the "Invisible Government is made up of many agencies and people, including the intelligence branches of the State and Defense Departments, of the Army, Navy and Air Force". However, they claimed that the most important organization involved in this process was the CIA. Ross worked for the Chicago Sun-Times until President Jimmy Carter appointed him as Assistant Secretary of Defense for Public Affairs (1977 to 1981). Other posts held by Ross included Senior Vice President of NBC News. In April 1994 President Bill Clinton appointed Ross as Special Assistant to the President, Senior Director for Public Affairs at the National Security Council and Deputy White House Press Secretary.
