As one of the original founding mandates of the National Science Foundatio…n, mid- to long-term national security research in the areas of inf- mation technologies, organizational studies, and security-related public policy is critically needed. In a way similar to how medical and biological research has faced signi cant information overload and yet also tremendous opportunities for new inno- tion, law enforcement, criminal analysis, and intelligence communities are facing the same challenge. We believe, similar to 'medical informatics' and 'bioinf- matics,' that there is a pressing need to develop the science of 'intelligence and security informatics' - the study of the use and development of advanced information technologies, systems, algorithms and databases for national se- rity related applications,through an integrated technological,organizational,and policy-based approach. We believe active 'intelligence and security informatics' research will help improve knowledge discovery and dissemination and enhance information s- ring and collaboration across law enforcement communities and among aca- mics, local, state, and federal agencies, and industry. Many existing computer and information science techniques need to be reexamined and adapted for - tional security applications. New insights from this unique domain could result in signi cant breakthroughs in new data mining, visualization, knowledge - nagement, and information security techniques and systems.

Broadly de ned, intelligence and security informatics is the study of the - velopmentanduseofadvancedinformationtechnologiesandsystemsfornational and homeland security related applications, through an integrated technological, organizational, and policy based approach. The First Symposium on Intelligence and Security Informatics (ISI2003) was held in June 2003 in Tucson, Arizona. It provided a stimulating intellectual forum of discussions among previously d- paratecommunities:academicresearchersininformationtechnologies,computer science, public policy, and social studies; local, state, and federal law enfor- ment and intelligence experts; and information technology industry consultants and practitioners. Building on the momentum of ISI2003, we held the Second Symposium on IntelligenceandSecurityInformatics(ISI2004)inJune2004inTucson,Arizona.

The ISI community is maturing, and a core set of research methodologies and technical approaches has emerged and is becoming the underpinning of ISI research. The first two meetings (ISI 2003 and ISI 2004) in the ISI symposium and conf- ence series were held in Tucson, Arizona. With sponsorship by the IEEE Intelligent Transportation Systems Society, ISI 2005 was held in Atlanta, Georgia. Building on the momentum of these ISI meetings, we held ISI 2006 in San Diego, California, in May 2006. In addition to the established and emerging ISI technical research topics, ISI 2006 included a track on terrorism informatics, which is a new stream of terrorism research leveraging the latest advances in social science methodologies, and infor- tion technologies and tools.
