The book deals extensively with the institutions and programs through which the countries communicate. The authors examine the role of the International Joint Commission, analyzing the record and determining that it has the potential to accomplish much more than the two countries currently allow. they also focus on the increasingly successful relationships between subnational levels of government, as well as on the important and extensive role of nongovernmental relationships, ranging from businesses to civic and academic organizations.
